How to read this table

Min. permit age is the youngest age at which a state will issue a learner's permit, in years and months. Permit fee is the standard fee charged for the learner's permit itself (separate states may add testing or licensing fees later). Hold period is the minimum time a new driver must hold the learner's permit before applying for a full or provisional license — some states set this in months, others in days, and a few have no fixed minimum.
